Google's developer verification FAQ states the consequence for apps outside the system: "If you don't verify your identity and register your apps by September 30, 2026, your apps cannot be installed from participating stores in select regions on certified Android devices."

The verification page also says Google Play automatically registers 99% of apps, that limited distribution accounts let students, teachers and hobbyists share apps with up to 20 devices without a government-issued ID or registration fee, and that Google is previewing an "advanced flow" for power users who want to install apps from unverified developers.
