Prescription Drug Ad Terms Updated — Certification Rules Changed

Oct 29, 2025 Expert Analysis

Non-promotional use of prescription drug terms now allowed without certification. Certification still required for keyword targeting. “Restricted Medical Content” label deprecated.

What Changed

On October 29, 2025, Google shifted from blanket restriction on prescription drug terms to a context-aware approach. Non-promotional use — regulatory warnings, legal notices, public health campaigns, academic content — is now permitted without certification.

Certification requirements remain for keyword targeting. Advertisers in US, Canada, and New Zealand who target keywords containing prescription drug terms must still hold Google healthcare certification. Online pharmacies and pharmaceutical manufacturers continue to require full certification.

The “Restricted Medical Content” label was deprecated in favor of more granular policy enforcement. Enforcement began with full implementation expected within 4-6 weeks. Violations receive a 7-day warning before any account action.

Who's Affected

  • Healthcare publishers and news sites referencing prescription medications
  • Public health organizations running awareness campaigns
  • Law firms advertising pharmaceutical litigation
  • Academic institutions promoting drug-related research
  • Online pharmacies and telemedicine providers (certification still required)
  • Digital health startups referencing medications in product descriptions

Action Steps for Healthcare Advertisers

  1. 1Review ad copy and landing pages — classify all prescription drug references as promotional vs. non-promotional
  2. 2If you reference drugs non-promotionally, you may no longer need certification for ad text and landing pages
  3. 3Maintain healthcare certification if you keyword-target prescription drug terms
  4. 4Remove “Restricted Medical Content” label from internal tracking — it’s deprecated
  5. 5Monitor enforcement rollout over the 4-6 week ramp-up period
  6. 6Check country-specific rules — promotional use permitted in US, Canada, NZ with certification
