Meta AI Chat Data Now Used for Ad Targeting
Interactions with Meta AI — questions, generated images, conversations — now used to personalize ads across Facebook, Instagram, and WhatsApp.
What Changed
Starting December 16, 2025, Meta began using conversations with Meta AI — its chatbot integrated into Facebook, Instagram, WhatsApp, and Messenger — to personalize and target advertisements. This affects approximately 1 billion monthly Meta AI users.
Interest signals are extracted from AI chat interactions. If a user asks Meta AI about hiking trails, Meta’s ad system infers outdoor activity interest and serves relevant ads. There is no opt-out option — the only way to avoid it is to stop using Meta AI entirely.
The policy was disclosed on October 1, 2025, giving users a 76-day notice period. Meta excludes sensitive categories (religious views, sexual orientation, health conditions) but all other conversation topics are used. EU/EEA, UK, and South Korea are excluded due to privacy regulations.
Who's Affected
- All Meta AI users outside the EU, UK, and South Korea (~1 billion users)
- Advertisers on Facebook, Instagram, Messenger, and WhatsApp — gain richer targeting signals
- Brands in sensitive categories (health, finance) — need to monitor ad matching
- Privacy-conscious brands — may face customer backlash from the policy
Action Steps for Advertisers
- 1Factor Meta AI conversations into your audience strategy — expect improved interest-based targeting relevance
- 2If you advertise in sensitive categories, monitor whether ads are served in contexts that raise ethical concerns
- 3Update brand privacy disclosures if you direct customers to interact with Meta AI via business chatbots
- 4Monitor ad performance metrics — watch for changes in CTR and conversion rates from enriched targeting
- 5Note that EU, UK, and South Korea are excluded — adjust cross-regional strategies accordingly
- 6Track regulatory developments — the FTC is scrutinizing this practice and may intervene
